The test applies a defined voltage between the battery's live parts and its exposed metal, then measures the resistance of the insulation between them — expressed in megohms. A healthy battery reads in the megohm range; a damaged one reads far lower, meaning a real current path now exists where only insulation should be.
The insulation is the barrier between the user and the battery's voltage. A path through a scratched wrapper or a crushed seal does not need to short the battery to be dangerous — it only needs to leak enough current to matter. The resistance reading quantifies that leakage, and the standards set the floor below which the battery is not safe to ship or energise.
A megohmmeter applies a test voltage appropriate to the system (hundreds of volts for traction packs) between the terminals and the case, holding it while the reading stabilises. The procedure matters as much as the instrument: the battery is measured dry, at defined temperature and state of charge, because moisture and surface contamination read as failures even on a healthy battery.

Standard-specific thresholds — the pass level belongs to the applicable standard, not to the instrument.
The insulation reading is the bracket around every other test: measured before a vibration or crush run to establish the baseline, and after to detect the damage. A battery that keeps its capacity but loses its insulation has failed the sequence — the capacity is the performance, the insulation is the safety, and the qualification ladder requires both to survive.
My read: Insulation resistance is the safety test that costs nothing and is skipped most often — a two-minute measurement that converts 'probably safe' into a number, and every battery standard in the world is built on that conversion being done.
Why: Safety claims without the insulation number are just claims. The reading is the industry's shorthand for 'the barrier is intact' — small effort, decisive meaning, and the reason the same measurement brackets every test in every qualification programme worth the name.
